Where the moisture goes
Venting into the roof space just moves the problem.
A fan that discharges into the roof cavity takes the moisture out of your bathroom and puts it into your ceiling, where it condenses on the underside of the roof and quietly damages timber and insulation.
Properly ducted to outside — through an eave, a wall or the roof — the moisture actually leaves the building. It is the single most common thing we find done wrong.

Sizing and switching
A fan too small runs forever and achieves nothing.
Extraction needs to suit the room volume. Undersized fans run constantly without clearing the air, which is why people conclude that exhaust fans do not work.
A run-on timer is the other half: the moisture is still in the room when you leave it, so a fan wired to switch off with the light stops just when it is needed.

It should. Venting into the roof space moves the moisture into your ceiling, where it condenses and causes damage over time.
Usually the fan is undersized for the room, ducted into the roof space, or switching off before the moisture has cleared.
It keeps the fan running for a set period after you leave, which is when most of the moisture is still in the room.
