What they do
They watch for current going the wrong way.
A safety switch monitors the current leaving a circuit against the current coming back. When some of it takes another path — through an appliance casing, through water, through a person — it cuts the supply in a fraction of a second.
That is a different job from a fuse or a breaker, which only care about how much current is flowing, not where it ends up.

One per circuit
Why RCBOs beat a single shared safety switch.
Older installations often have one safety switch covering many circuits. It works, but when it trips it takes everything with it, and you are left unplugging appliances one at a time in the dark to find the cause.
An RCBO gives each circuit its own protection. A fault drops that circuit and nothing else, which tells you immediately where to look.

Look for devices with a test button on your board. No test button anywhere usually means no personal protection at all.
Press the test button every few months. It should cut the circuit immediately.
Sometimes, where there is space and the board is sound. On older boards there is often neither, and the board gets upgraded instead.
Because a single safety switch is covering many circuits. RCBOs are per-circuit, so only the faulty one drops.
